THE Horsham Rural City Council has announced the appointment of Gail Gatt as its new chief executive.

She is currently General Manager Strategy and Effectiveness at Surf Coast Shire and has led various other portfolios during stints at Wellington Shire and Latrobe City Council.

Ms Gatt will officially start Monday, May 19, 2025.

HRCC mayor Ian Ross said on Tuesday, April 1, Ms Gatt had been appointed at a special council meeting on Monday, March 31.

"Ms Gatt is a stand-out candidate and will bring many years of local government leadership to Horsham," he said.

"Her extensive experience, leadership capabilities, and deep understanding of regional communities will be invaluable in driving positive outcomes for our region."

Cr Ross highlighted the competitive nature of the recruitment process, noting that several highly experienced leaders were considered for the role.

“Gail’s proven track record in executive leadership, financial stewardship, and community-focused service delivery made her an outstanding choice for our council," he said.

“I trust that our community will extend a warm welcome to Gail as she relocates to the Wimmera over the coming months."

Ms Gatt said she was excited to be given the opportunity to lead at the council.

“It’s a pivotal time for council with the development of a new Council Plan and I’m keen to work closely with Mayor Ross and councillors to deliver on their vision and priorities,” she said.

“I’m passionate about leading great outcomes and value to the community and I’m looking forward to working with the team at council to ensure we are meeting community needs.”

Mr Craig Niemann has been acting CEO at the Horsham council since the resignation of former CEO Sunhil Bhalla in September 2024.

Mr Bhalla spent six years in the role.
